Remove processed messages from ubq_messages.

With multitenancy, the table is shared by all tenants and the scheduler runs this job for each tenant: completed messages are deleted in chunks, and row-level security limits the deletion to the current tenant. Otherwise, the table is truncated if there are no pending messages. This job is scheduled at ~5AM, consider on this time all pending jobs are already processed
